getting a section a to lose weight

My daughters section a has always been very fat and has had laminitis in the past. This winter we managed to get a lot of weight off her and have managed to keep it off. However, she still has a bit to lose and it just will not shift! She is work at least 6 days a week, normally at least 3 or 4 hacks and the rest in the school. Although my daughter is young she is very capable so they are not ploddy lead rein hacks. She is also ridden by myself and an older girl who takes her for gallops in a nearby field. She is in VERY restricted grazing, has just a supplement and soaked hay when she comes in. What else can I do?!!!
 
How much, weight wise, hay do you give? I have had fatties in the past, and unfortunately, they have had to have a tiny amount of hay when stabled overnight. I have double/trebled netted it (having soaked it for 24 hours), and know that it will be gone before 10pm at night - leaving them for a long period of not eating anything. But, I don't see an easy way round it. Like overweight people, they need to have less calories to loose weight.
 
its very difficult i have one thats getting rather fat at the moment, hes got metabolic syndrome and i have to be very carefull
I bring him in as much as i can and lunge him gently, hes an old lad so i dont ride him any more, seems like your doing the right things, other than keeping him a sand school and just feeding him hay thats been soaked over night im not sure what else you can do, ponies seem to live on fresh air... not much help really, sorry :-/
