God Damn Door Kicker is keeping me awake!! How do I stop it?

Couple of door kickers on our yard and they don't have their bottom doors shut. One has a foam covered chain across his door and the other has a metal pole (covered in foam) across his door - no door to kick! The pole/chain are at chest height.
