the 'animalist brigade' (Italy) have manage to put forward a new taxation on ALL dogs and it seems that it will become law within the next 12 months (where money is involved....!).
The dog tax which was abolished about 18 years ago will be introduced at 30 euro per dog. A new tax of 300 euro will be imposed on any and every bitch and dog who are ENTIRE including all dogs and bitches pertaining to breeders (amateurs or pro's). Im gobsmacked, what do you think?

Interesting. How do you think they will enforce it? Will you have to register your dog somewhere and how easy do you think it will be to just not register your dog ;) Will it apply to existing dogs owned or start from new puppies a bit like the microchipping of foals?

Oh my goodness, no, that's terrible! With all the problems of abandoned dogs we have in Italy, this will just make things worse, I can already picture people not paying the fee and then, when discovered/told they have to pay, they'll just leave their dogs on the motorway as it happens already way too frequently.

Also, it will be so difficult in rural areas (like ours) to prove who belongs to whom, again I can already imagine my neighbour (who has an unspayed bitch who roams freely most of the time) will just refuse to admit the dog is his...

Good idea in principle, but far too heavy handed. I would happily pay a reasonable "licence" fee for my dogs if I thought it would work, but all that would happen would be the responsible owners would pay and the others would just abandon their dogs as already said. Licensing breeders was supposed to help the situation in the UK, but obviously hasn't as there are some horrendous establishments that are licensed.

The Italians won't be rushing to pay this tax, and they'll have a hard job enforcing it. I have 2 sisters that live in Italy, and they both agree that laws are more of a guideline in general! (Obviously not for murder or serious stuff, but for more general stuff like a dog tax and road traffic laws!
