grackle fitting

i dont intend to use one on my horse! but i need to be clear on how to fit one for an up coming exam.
i have been told of 2 differents ways to fit them by people so i am now slightly confused.

1. 1 or 2 fingers under the cheek bone...at normal cavesson noseband height http://www.horsetrace.com/db/forums/uploads/post-3-1113935609.jpg

or are they fitted differently depending on their style, either mexican or fixed?
 
The two styles are fitted differently, the mexican above the cheek bone and the original below. The pictures provided show the correct fittings for each type.
