Grader for shredded rubber surface

Any suggestions what would be best? Using a harrow (tines side) but it's starting to show that it's not up to the job (patches of gathered rubber). Most sites seem to cater more for sand and fibre or rubber chip graders. I need one that will get into sand as well as distribute rubber evenly.
 
I know what you mean that levelling with chain harrows, and also in my case a metal gate, leads to an uneven surface.

I got an Arenamate type 1 with tines. It sorted out my undulating surface and keeps it tip top.

Ive looked at those - one of few that appear to cater for rubber. If you have shredded rubber is there a reason why you didn't go for the arenamate type 2?
 
I'm very probably confused, apologies. I've got 2" of rubber crumb (shredded rubber tyres, like little cubes) over 5" of sand. The type 2 arenamate is suitable for the long thin strips of rubber, is that what you have?

Yes - I have the rubber strips not cubes or chips. We spoke to someone who suggested tines but I'm not sure they'll cut through, without gathering?
