Grass/paddock question!

I have a 2 acre paddock-1 acre is being seeded ready for next year and to get to the second acre you need to go through this seeded acre. The second acre is where my ponies are-and are electric taped, being stripped grazed, about half this acre is normal grass and they're eating it down. The other side is really high grass-about 5 ft high-if you topped it it could be hay!! I was hoping my horses would eat it down over time, but all they're doing is eating the fresh grass at the roots and mushing the long grass into the ground, we used my OH's scarifier to bring up the dead grass from the bit they've done this to and there was loads, now we have this bit which we've used the scarifier on which should grow ok, the normal grass they'll eat down and this is ok. But the other half acre is still tall hay style grass, I am now reluctant to strip graze them onto this as they will do the same to it as the bit we've just used the scarifier on and all the grass cant grow underneath? Any ideas what I could do? I know topping would be the best bet but I dont want heavy machinery going through my seeded first paddock! We have a ride on mower with the scarifier but its not very man for the job!
