Grazing issues

A friend of mine has her horse at a small livery yard.

They really struggled for grazing during the summer with 4 x 16.3+ horses and 2 x 13.3 ponies all grazing on under 3 acres of land.

Now winter is here the ponies have no winter turnout and the 4 big horses are turned out on about 1/2 acre of grass.

She's quite upset about the situation as there seems to be no clear plan for Summer grazing or what will happen when the winters field is too poached for turnout.

I've told her she should look elsewhere for livery but she is happy with all the other facilities they have there. She says the problem is no one else there seems concerned about the lack of grass but she thinks some of the horses are quite underweight. I've told her if no one listens to her she should move her horse and report them but I dont know if that's a bit extreme and if there is something she could suggest to help the situation?

Any advice greatly received.
 
Thanks for your replies. As I said my thoughts were to advise her to leave too.

As far as I'm concerned 4 acres of grazing in total is not enough for the 9 horses and ponies they have on livery. One of the younger girls on the yard is apparently leaving next week due to the grazing issues. I will definitely be suggesting she does the same again.
