Grazing Muzzle.....Help!

Hi, Trying to get some weight off my mare, so far she's Weight watchers slimmer of the Year, but still needs to lose a bit more. I've got a cob size Shires Grazing muzzle, but said slimmer keeps getting it off! I've found it 3 times now and each time ive taken it back in the stable, her face says it all! I've pondered using a bit of VetWrap but didn't know if that would work or be ok?
 
Have you tried putting a head collar on over the top fairly tight? We did this for a week with our escapee and now he has give up so we no longer put the head collar on.

Or plait the top of her mane around the head piece?
 
Could she not winter out and try and drop a bit of weight that way and naturally? ........ just thinking there is nothing left in the grass now.

Our New Forest is fat after we had such good grass this summer. So we have decided she will winter out with no rugs. In the wild she would gain weight in the summer to keep her going and warm in the winter!..... She HAS to loose weight this winter else she will be in trouble come next spring/summer.
 
I had the same problem but it was other horses undoing the velcro on the muzzle! I used vet wrap around the velcro fastening and just used the clip under the chin to take on/off. It kept it on and also stopped the velcro rubbing her cheeks.
