Grazing muzzle that my colt can't take off the pony!

I pony is muzzled to stop him piling on the weight - never had laminitis as weight was good and it is something I don't want him to have!

But my cheeky colt likes to remove his muzzle, so for the last couple of months he has put on a bit of weight as the muzzle stays on for about 5 mins before being removed.

I am looking for a muzzle with a buckle instead of a velcro safety section - do they exist or are they all velcro? I tried a greenguard and didn't like it, so prefer the normal ones.
 
For similar situations with headcollars etc, I've heard of people plaiting the straps into the forelock, might be worth a go? Of course that only helps really if the velcro would be under the forelock then..
 
Tried putting a headcollar on top - it it has velcro then the colt has them off. A normal headcollar he pulls on for a few mins then realsies it won't come off and gives up and pony then resumes muzzled grazing quite happily.

I may just have a buckle added to the normal muzzle if they don't exist
