I tried muzzle on again today and cut some bits of webbing off as suggested.
But he was still snorting as soon as put on :( and am now wondering if muzzle is too small for his nose? it's cob size but he does have quite a large head so any ideas how you can tell if too small?

My mare has a muzzle and hers is a full size one, cob size was too fitting around her nose and she seemed as though she struggled to breathe. I worked on the fact that it needs to be quite freely moveable and a little loose around the nose area. Shes 16.1 so quite a big girl.

My gelding has a cob sized head collar, but the cob sized muzzle resulted in heavy breathing and sniffing. It wasn't wide enough so we got the full size one instead :)

You could see if you could borrow someones full muzzle for a night to see if it is the size or if its just because he has the muzzle on. I found that with the muzzles I had to go up a size as she's a cob in head collar, but a full muzzle as the cob gave her nose bleeds when she had it on.
