greasy scabby things.....???

hi, my horse has these weird greasy type ares on his hind legs. They only appear in the summer (when he loses his winter coat) and i dont know how to get rid of it, does anyone on here know what they are and how to get rid?
When i groom the area it comes off (although it never all comes off) and its like flaky (but not dry, cos its as if its greasy?!) its very weird. I pick it off too and it doesnt hurt at all.
Any ideas?

Sunny gets it when she maults, it is nothing to worry about! I have no idea what it is called but i just either leave it or wash the area in medicted shampoo/hibiscrub.
