Also bear in mind a lot of what we call dealers are really sales agents, selling on privately owned horses on behalf of the owner. In this case the owner has the final say on the price they'd accept, you'd expect the sales agent to put forward any offers to them, and who knows what they have going on that might mean that they want the horse sold. These 'dealers' are probably charging for sales livery, which doesn't cost them but costs the owner if the horse doesn't sell, which can be a strong motivator as it's not cheap.
