Grooming question

My (retired) cob grows a very long/ thick coat in winter. He lives out 24/7. When he gets damp/wet his coat dries very hard which makes it very difficult to groom him. I have tried a plastic curry comb and a variety of brushes but haven’t found anything that cuts through and separates his coat. Does anyone else have this problem but has found a solution??

Anything with rubber teeth/ nodules / bristles, like an oval curry comb, ‘grooma’, similar, used in a vigorous circular or scrubbing motion.
Wear a Covid mask, unless you want to choke! Once you’ve got the crust broken up, try one of the hairbrush-type mane and tail combs, with long, round end bristles, obviously careful on sensitive or bony bits, then your usual implements.
Does he have Cushings, causing excess hair, sweat and grease? Some people clip and use rugs to manage this, but he probably likes it!

He does have Cushings and is currently on half a tablet of Pergoquin a day. I do have him clipped at times and later in the winter I rug him which makes grooming him so much easier but I wouldn’t rug him at this time of year.
 
A magic brush for the surface but to actually get through the coat one of these...
I had one with Cushings and a very thick coat.
