Ground work to move shoulders

I am trying to get my pony to move his shoulders but really struggling to find some ground work exercises. I have looked on utube and there are some to flex the neck - he has a very short neck and finds this difficult and I tired "parelli" style exercises pointing at the side of head / hold the carrot stick but he just sort of walks away forwards rather than moving the shoulder.
He is quite "sticky footed" and getting the back up has taken a fair amount of work but now backs up quite well but the shoulder is proving very difficult. If I press his shoulder he either tries to walk forward or moves a front leg over ( randon which one) but usually steps on his other front foot. He is a willing little chap and tries to "do" something each time I ask but it is random and clearly he does not understand what I am asking at all at present. I am aiming to also improve our bond, him listening to me and general de spooking. We have done the plastic bag on stick and walk over tauplin
Does anyone have any ideas please?
 
Take a look at Richard Maxwell's groundwork training on the halter - once the horse understands the system there is exercises for how to turn on the haunches ie moving shoulders - his whole ethos is freeing up the shoulder in the brace position the horse adopts to resist - he keeps it all simple & it makes a lot of sense, & has worked wonders for us - good luck with your pony.
