Hair Growth- Help!

My quarter horse gelding seems to have the inability to grow hair. To make matters worse he has rubbed off about half his mane (he does not have any parasites or worms that would cause him to do this). Also, his tail can't seem to grow either. It is quite short and will not stay in the tail bag and will not stay braided. I was wondering if anyone has used any products that promote hair growth. I have tried MTG and it does not seem to work on my horse. Any other recommendations?

I would get the vet to do a skin scrape - it could be Staphylococcus aureus
 
Google EQUINE NECK WORMS,they can cause mane rubbing, you may need to use a different wormer ,or double dose.
