Hair growth

One of my horses had an allergic reaction before we bought her, her tail hair had fallen out and she had a few bald patches on her neck. Now she has no tail or mane/ forelock hair, almost completely bald on her face/neck/ shoulders and small patches of baldness on her bum.
We have been putting wonder gel on her for the past two years trying to help her grow hair but it seems to have had little effect.
Basically I want to know how/ what I can do to help her hair grow!

Has the vet seen her? Sounds like there's more going on there than can be resolved by using topical treatments.

The vet has seen her, he says she's well, no discharge or issues. She is basically like every other horse, bright eyes etc she is just a little hairless
