Hair loss and itching after insect bites... Help!!

So a few weeks ago on the first warm day I think we'd had, I noticed my pony had lots of bites to the extent that he was bleeding on his sheath and the whirl of hair (and hence exposed skin) just next to it. Sorry in advance I don't have pictures!

The past 10 days I have noticed that the skin on his sheath is weeping, scabbing and very very itchy for him. I have started using hibiscrub based product, seemed to clean it up nicely but have used other antibacterial products previously that haven't done much.

Today I noticed he has lost a patch of hair on the whirl, about the size of a 50p piece, and the skin is hard, not flaking, and a bit scabby - looks very dry but I don't think it's itchy to the extent his sheath is. It looks a bit like a sarcoid but I find it unlikely he develops a sarcoid with no history of this and just as this other problem from the bites started?!

He is an old boy and does have (well managed) Cushings, just for info. Any ideas on what this might be and how best to treat? Trying to avoid vets if I can but I will if necessary and isn't improving. Thanks!
 
When my shetland got bites on his sheath, I used sudocrem until they'd scabbed over, then udder cream as a preventative measure. I'm sure I've read on here about some horses being sensitive to hibiscrub on irritated skin, but may be wrong, there! On my mare, I use neem oil on her udders and the belly area. Works so much better than anything else!
