Hair loss on legs

My gelding has been losing hair on the outside of his legs. He got a really big bald patch about a month ago, I put some sudocrem on it but he obviously found it icthy and started to nibble his leg. Off came the cream and I just left it. He had obviously rubbed it during the night as in the morning he had a really big sore patch. Since then the hair had started to grow back and it looked loads better. I thought nothing more of it until he got a small patch just above his other patch. Again the hair started to grow back. A month later the same happened in the same place on the other leg. The skin bubbles and goes crusty before coming off. You can pick it off like a loose scab. Although it looks to be healing nicely it is still a bit crusty around the edges.
Its not mud fever as he had that before christmas and this is completely different but I have no idea what it could be. Hes turned out on a sand paddock through the day but the sand is solid so doesnt get up his legs, and is stabled on bedmax/softchip.

hi we have found a great spray on product called stop itch 365
its for all skin iritation problems it will also stop fungal infection problems.
and its a natural product no chemicals,no toxins,no smell.
and it does'nt sting when applied.
we got a 500ml bottle for £10 and he gave us free P&P.
they also use it for dogs & cats.

It started around the size of a 5p but then the edges went scabby and peeled off. It has started to peel again and the leg was slightly swollen so im going to ring the vet in the morning.
