Hairloss on Tail

Need some advice please... My horse has never had a very thick tail, but his hair is falling out. hes not rubbing it as there are no scratch marks in his stable or clumps of hair in his field. when im grooming him it just comes out. ive used main and tail builder and conditioner / moisturizer on it and nothing seems to work. im a bit confused. he practically has no hair left on his dock.
ive had him on seaweed before and no change to any hair growth. im sort of at a loose end.
is it possible that he may have alopecia? he has no baldness anywhere else apart from the bottom of his mane.

Hi. Is your boy turned out with others? It could be that one of the others are having a bit of a chew. If not then you can try karretin wich will help premote hair growth. Think you can get it as a sun tan lotion, so cheap as chips. Good luck
