Hairy black flecks!

Hi since my Friesian was chaser clipped he has had small black flecks on his shoulders and flanks.
The hair is growing blacker and faster than the rest giving him a freckled appearance.
Other than that he's his lovely handsome self just looks a little strange - he didn't get anything like this last year - any ideas?

Do you mean that his hair is growing back quicker, in tiny hair flecks {i dont quite know how to decribe it} as my cheshnuts hair does this once he is clipped and tiny bits of hair start to grow faster than the rest.
