I have heard a few theories saying it has and that it hasnt whats the official HHO verdict?

Noooooo. Physics says NO.
It cannot produce poll pressure because there is no lever arm. It often allows a horse to go better because it creates a more secure, less moving contact.

But...but...I just did some physics exams, and have two more - in that world I would have just been making up some crazy stuff...

To be fair, physics is essentially people making up crazy stuff and then hoping for the best... Our entire basis of everything has only just been proven to be the correct idea, about a million years after its conceptionAnd if my physics exams were anything to go by, ALL I did was make up crazy stuff!
