I used one and it was brilliant. Star insisted on throwing her head through transitions, so after much polite asking and patience, we resorted to using a 'gadget'. Previously, Star has reacted badly to chambons and De Gouges, so this was a different approach. She leans into them/fights them. the same with draw reins. Because this is elasticated - nothing to fight.
My instructor put it it on Star, and we allowed her to get used to it, then she shortened the Harbridge. This got Star using herself instead of evading. took about 10 minutes. We then lengthened it gradually over the next 20 minutes - and Star had got the message. We only needed to use it one more time and it had done its job. Brilliant piece of kit for what we needed.
 
I used one for a while with my mare who hollowed through canter transitions. It had got to the point where we felt there was nothing physically affecting her transition but she'd got into the habit of chucking her head straight up. She went really well in the Harbridge and I also lunged her a few times in it to get her working over her back.

IMO Depends on the horse, and what you want it for (lungeing or riding or both..?) I have found that they do sometimes make them drop their heads too low, which I guess is probably just another form of evasion. I found it useful on a spooky horse to help with consistency, but I would only use a gadget like this for a short term for ridden work, to give the horse the idea of what you want (maybe for a horse that has never been taught to work in an outline) For lungeing I prefer a pessoa (or cheaper copy of , whch are just as good). The starting position has a similar action to the harbridge but it is not fixed in the same way and gives them the motivation to come through from behind rather than just fixing the head down. A pessoa also gives you the flexibility to use the different positions as the horse gains experience and /or the way of going improves.
