Has anyone ever been reported for passport 'offences'?

I bought a pony last month but haven't sent off the passport to transfer him in to my ownership yet. On thinking about this it occurred to me that a pony I bought a couple of years ago never had his passport sent off, I forgot to do it originally then started to panic that I would get in to trouble and it never got done

Both are with the same passport issuing authority and I know they report offenders to (I think) Trading Standards and the offender can be fined (Lots of money!)

I am now desperately worried about sending off the two passports but know I must bite the bullet if I want to show the ponies

Has anyone ever got in to trouble for sending off a passport too late?
 
It was years before I sent mine off and I was worried but Pet ID just changed the ownership and posted it back- no problem. Have never even heard of anyone getting pulled up for any passport offences, let alone just not getting round to changng ownership.
 
I was talking to a highly respected charity once and they told me, from the own mouths of gov, that they don't care about passports and are hughely unlikely to ever chase anyone for passport offences - its basically just a bit of money for the issuer. Their words not mine.
 
Last two horses, I wrote my details in the passport but have not sent them off. No intention to be "bad" but I generally travel twice a week, and can't if I have no passport.
 
DEFRA do not enforce passport legislation that is the reponsibilty of Trading Standards who think that the legislation is expensive to enforce and has a low priority. The passport is of course no proof of ownership but I would recommend you to do the change of ownership within the 30 days as it helps trace a horse if it strays or is stolen and most insurance companies like to see the ownership correct in your passport. If a passport is kept by the issuer they have to issue a temporary passport that is valid for moving a horse.
 
had merlyn 2 years nearly and not sent off passport yet :| going to send it off as soon as i can be bothered going into the bank and getting them to write me out a cheque (who has chequebooks now a days????)
 
Most of mine are either still in seller's name or listed with my old address. Then there's the one whose old owner promised to send me the passport, but never did.
The ponies don't care.
 
Mine still show my old address. The PIO that issued them is no longer in business and tbh, the boys don't go out and about now they are retired so I can't see the point as the NED is now defunct as well. They're just a way of recording their annual vaccinations as far as I am concerned, so basically I couldn't give a stuff.
 
I had mine 4.5 years before giving them a call lol ... they just said send it in with the cheque, so I did and et viola, updated. :)
 
As a result of the 'Horse Meat Scandel' The EEC have now forced the U.K. Government to create a central passport agency to issue the passports and a central database for all equines in the U.K. This new passporty issuing agency and database will be introduced within the next 12 months and will apply to all horses over 3 month old. Now would be the time to get your passports up-dated in preparation of this. One advantage of this new database is that it will be possible to identify the horse and the owner of a horse by it's microchip and/or freezemark. The Fair Standards Trading Office will be responsible for enforcing compliance to this.

Those morons who breed indiscriminately and those who want to cheat the system and provide sub-standard, i.e. not as described, foodstuffs to maximise profit won't be at all bothered by this. They weren't before when NED was in place so why would they be bothered a second time around? At the risk of getting political its about time we told the EU to go and take a hike then we could do what we want too, give our horses drugs that they need when they need it and not have to worry about them being eaten, unless we send them into the food chain when the awful time comes. I bet they end up with a system whereby the poor horse owner ends up footing the bill somehow . . .

I'd support it if it were used to bring the owners of neglected, mistreated or abandoned animals to book - oh no, wait, they don't have passports...

Totally agree that it's a waste of time etc. Without some sort of enforcement agency (which will never be funded), it's just another burden on law-abiding owners.

hahha someone at work said who the heck uses cheques now days .... but I do all the time !!! Write them for pony club all the time as no cash accepted , school dinners, school trips , show entry fee's. I actually had to look in my cheque book to see! hahhahha

DEFRA has stated they cannot have a central passport agency at a meeting last week. The new database will come into operation July 2016. The wording currently is horses must have a passport in the year of birth or within six months of the date of birth whichever is the later this has not yet been changed by derogaton. We will see if Trading standards have the funds and staff to enforce these regulations as it is not DEFRAs responsibility.
