Yep and its rubbish! dont go there, takes nothing off at all.
Only thing I would say is its easy to hold, and if you just want to round the toe of a horse who has soft hooves its ok, although kna**ering! ( I presume you are talking about the riders rasp?)
I sent mine back and bought a proper farriers rasp for less than half the price.
