Has he got a scar from a sarcoid?

I am wondering that my horse has previously suffered from an Occult (or has one).
Any advice is welcome, should I get the vet to see him or would/could you recommend anything to put on this? Thanks.

It could also be a sarcoid forming... if you look at my post on Grace's, her is flat and started out like yours then turned a grey colour as the skin started to become flaky.

Sorry I forgot to add, the people I got him from claimed he had it when they got him (18 months) ago. I will check out your post and have the vet have a quick look at it. Thanks a lot.
