Don't worry - it's only illegal to SELL a horse without a passport!:D

Defra is trying to throw the passport problem back at the PIOs with new 'regulations' and is planning on "establishing new minimum quality and efficiency standards for passports and PIOs, and for a structured programme of inspection to ensure that PIOs are meeting these requirements."

This is - of course - a pile of bo**ocks as the CHIEF problem with passports has nothing to do with the PIOs! It falls back on the inefficient way in which passports were introduced - by Defra!

I would like to get some examples of (anonymous) people innocently buying horses for which no passport was available (for some unknown reason) and who then GOT passports for these horses (presumably from one of the 'commercial' PIOs.)

PLEASE help me - I want to give Defra an 'educated' earful - so as many details as possible - either on this thread - or PM me if you'd prefer, in total confidence.
 
Yes I did. I bought a miniature Shetland type as a companion from a local elderly lady. He wasn't microchipped and didn't have a passport. As soon as I purchased him I had the vet come up to geld him and had a passport application completed and a microchip done.

I think the pony originally came from one of the horse fairs here in Ireland so I doubt was ever registered before I got him at 3 yrs old and ill bet my socks he is far from the only one sold in that way at a fair

I don't mind posting up on here, as you say it isn't illegal to buy a horse without a passport and the elderly lady I bought him from is sadly no longer with us.
 
Stiggy was not really a bought horse, as he was "gifted" but he came with no passport.
Vet came and chipped him (after scanning for an existing chip) and then the paperwork was filled out and a passport applied for.
Although the vet did fill out the markings/whorls etc it was not actually required info as the presence of a chip was enough and the silhouette "could" be left blank.
Vet did not think much of that and filled it all out regardless!
 
My horse was bought without a passport, I'm now in the process of getting him one, although I'm overseas so it may not help :D
Majority of horses over here don't have passports!
 
Yes. Our Welsh A didn't have one. She had her original registration paper but no passport. i got an applicatuion form from the breed society and got vets to fill in the identification stuff and microchip her. This was 18 months ago. She is 17.
 
My old horse from ireland had no passport. He was purchased from a dealers in kent and the vet filled out his passport app.
 
No, but I did discover that one of my horses has two passports (with different PIO). After a mild panic and contacting the AHS (very helpful) it was sorted. However it demonstrates that multiple passports is also a problem

wasnt an issue just quite costly :D but i got a good price on my pony so i dont mind (naughty i know).....

shes passported/chipped and will be freezemarked this year too (Which reminds me......)!

Basic details (happy to PM you more) distinctive horse that we subsequently discovered certainly had a previous passport. Not purchased but given for free. Vet came and without debate did microchip and paperwork.
The issue is with any more than one PIO what is to stop people getting duplicates. More than one kind of microchip so if your vet scans with a different make of scanner they won't find it (or if it's migrated) and they'll happily inject a new one - plenty of threads on here about people finding 2 microchips.

Someone remind me why we need passports at all??? (or even why Defra think we need them)
They don't prove ownership or prevent horses being dumped
They aren't needed for the food chain - my pigs don't have passports - and we certainly eat them
 
Yes, I bought a yearling 4&1/2 yrs ago from some clueless morons who had owned her dam, they didn't even know what hay was let alone passports. Got passport completed by vet when she had her second lot of jabs.
 
None of mine had passports but all bought before they were compulsory. I got them all one from the same PIO. :)

ps. It added up to quite a bit with the Vet drawings!
 
Bought last horse from Ireland. Although owner said his passport was 'somewhere' , horse came on large transport with dozen others. The transporters carried a pile of passports for the right number/colour of horses, just in case.[ they were pulled over on overloading , and still horses not checked against passports!]
So I had to apply for passport - easily done , vet did microchip etc.
passports have been a total farce.
It CAN be done ,unique identity , its a lot of paperwork - all my calves are done etc , but with 70 odd PIA s its been hopeless.
 
yep got my first pony without his, thought it was odd since i got him from a rs but apparently that was the case with every horse that was sold from there.

fox didnt have one either since he was a neglect case and his owner didnt hand over his passport when YO got fox through a court case. had to go through wetherbys to get a duplicate
 
Elderly mare was bought without a passport, the sellers said they had one for her but that their ex-husband had it... then that it was lost and then that the ex had destroyed it.
Given that she was in a bit of a state with feet, teeth and weight, I doubt they had one for her.
However she was said to be a registered Fell, but given that we aren't sure of her age (she could be anywhere from 15 - 25!) I haven't managed to trace her.

I'm not a fan of passports, they are great for proof of lineage with purebreds (when kept with the right animal of course) but as the recent horsemeat scandal has proved, they don't support the traceability of animals, or the drugs they have been given. As long as my horses have the section of the passport signed to say they are out of the food chain then my vets treat without documenting the drugs used in the passport - although I do keep my own detailed records.

I bought a pony off a young girl, knew her horses and was experienced but horse still had no passport and she had owned for 3 years part bought him when he was 6
 
When I bought Megan, my then feral new forest pony from the sales she didn't have a passport. She had been dumped on the forest and as she didn't have a brand there was no tracing who her owner was or any of her history. Because of this she was automatically signed out of the food chain. I got her a passport the following day without bother.
 
Yes I did! Bought my coloured chap without and it was easy peasy to get a pet ID one, no questions asked.

Also when my mare was PTS no one was interested in the passport, I still have it....suppose it will come in handy for a 16hh brown mare!
 
I bought a couple of sec a colts from a stud back in October, still chasing the breeder and WPCS for them now. It is a right pain in the proverbial!!!
 
bought my boy off a riding school just over 2 years ago. they said they had his passport somewhere but had lost it, then said that he never came with one, and then told me to trace it back through the owners to see who had it. he has since been repassported.
 
Very nearly, it wasn't clear if my two had passports, no one could remember if they'd come with them or not. It was only when some liveries were having a clear out of an old junk cupboard they found them. I'd have bought them without the passports no bother. Passport system is a joke.
 
Yes, as a weanling, now 18 months old. I still haven't got round to sorting it out. The forms are filled out, the vet has filled in the markings form but I keep meaning to print off the photos to send with it.
I am also having a nightmare with 2 cobs I bought from a sale, they are passported by the Lippizaner Soc, who took over passporting trad cobs from the Gypsy Cob Society after they had their passport issuing status withdrawn. The passports are useless, there is no marking verification, one has the wrong age (confirmed by vet) and the photos are very very obscure. I tried to get one overstamped by CHAPS so I could show one of my boys and they wouldn't touch it with a bargepole ad referred me to DEFRA. Apparently I was';t the first with the problem. DEFRA weren't really that interested. I am gearing up for round 2 as I need some sort of resolution.
 
I buy a lot of horses over from Ireland and a large ammount come over with nothing. They are never checked at the port so transporter just has a pile that sit in the cab. It's a complete joke. The only good thing is that now I've kicked up a fuss about things without books so many times now even if they arrive without they will have been applied.
