Having trouble fitting bell boots?

Hi!
I live in the US and I had just recently bought a pair of bell boots for my mare. I got a cheaper rubber pair from Dover, and I got their smallest size which was medium for my mare. Now my mare is around 15 hands or so, but she is a light build horse. So when I put the boots on her they just turned around like crazy and seemed to be too big around for her legs. I then went to buy them in a smaller size and realized that really no bell boots offer a smaller size? Are there any out there for dainty horses? Should I try pony size? Or maybe because they were cheaper they just turn? Any help?

with bell boots it does not matter if they twist, they need to reach the ground though so that they prevent the horse treading on the back of the shoe and pulling it off

As above. If they aren't slipping up and down then its ok (that could rub) if they are and so are too long, you could try pony but that might be too small, but cheap rubber ones you can cut shorter.

Are cob size boots the same/bigger circumference of full? Because it's for a bigger build? But just shorter like pony. If thats right full might be best and then just cut them shorter.

I would try pony size, my mare is 15.3hh and cob size were massive on her, pony size fit her perfectly.
