Hay bar or something similar?

Does anyone no how to make ur own hay bar? Im sick of my horse wasting so much hay, he has a manger at the front of his stable and just pulls hay on to the ground. Wont eat once been lying in his bed so im chucking out so much. Do other people have this problem and what do u do? I unfortunately don’t have the money for hay bar at the mo.

Horses should eat from the floor, chewing with their head up grinds their teeth incorrectly at the back, hence having to have teeth rasped by dentist, what I do is put hay in a large tub with drainage holes I have drilled into it to let any water out if it's soaked, that way head down and larger area for hay to drop back into, tie into corner of stable with bailing twine to ring on wall.
