Hay/haylage dilema

I have a dilema and need some advice please. My 2 horses appear to be total opposites to feed. If given hay at night one barely touches it, the other picks at it all night and there is usually a few mouthfuls left by 6 the next morning. If fed haylage one devours the lot by 11pm and the other picks at it all night! I don't seem to be able to win and really don't want to have to feed both hay and haylage all winter. Any advice would be really helpful.

Does soaking the hay make it more palatable to the one that doesn't like the hay so much?

Steaming hay is better than soaking - for palatability. If you don't have a steamer put it in a bin and pour kettles of boiling water over it and leave for 20 mins x
