Hay Steamers - On a budget!

My friend is currently having to soak her horse's hay, unfortunately soaking it overnight is impossible because the haynets are freezing!

She is short of money because it is the run up to christmas and could really do with some advice on ways to steam or soak hay cheaply without it freezing.

I have heard of people using a wallpaper steamer and steaming hay with one of these, where would we start with that?

Any other ideas or suggestions which may help her are greatly appreciated too!

Easiest (and totally effective) method is a dustbin and a kettle!

I used to put 2 kettles of boiling water over the hay in the morning and would be steamed perfectly by the afternoon.

Ditto this, cheap as chips!

I use a large tub with a ikea bag over the top (fits perfectly!), or just tie a feed bag over the top with twine. :)
