Can anyone advise please?
I've bought 20 round bales of haylage from a local farmer. Several of the bales are no good, wet and smelly. Some are good and how they should be. I've contacted the farmer and asked him if he will change them, his reply is no because he hasn't had complaints before! So I've asked him to come and view the haylage which he said he would but didn't turn up. I've messaged him again and nothing. Is there anything I can do?

That’s the the problem buying haylage-you can’t actually see what you are buying until it’s opened. The farmer could say it’s how it’s been stored, birds can peck at haulage bales which can make it go ‘off’.
I had some made the other year from my own paddock and it had been wrapped too wet I think, many bales unusable. I put it down to experience and got a more reputable farmer to make my haylage from then on. All good since.
 
You may be able to take a consumer dispute - depending on whether haylage is an ancillairy trade or a primary one. But you would need to prove that the haylage had spoiled when you bought it which - as others have said - can be very difficult. Many suppliers will simply replace spolied bales - mine certainly does. But more to preserve a long standing relationship than because they have to. If your purchase was just a one off then you may struggle with that.
 
Thanks for your replies, all bales were checked and any holes were immediately taped when delivered, he told me if any were no good he would replace. I have this on my phone messages. I've been up the field today and doubled checked, no holes or rips. I opened another bale today and it is very wet and smelly. I believe it is last years. I did ask him for this years and this is also on my messages.
I spent £500 on these so feeling disappointed and now need to buy more to feed my horses. The man is still advertising bales on a local site........
