Headshaking question

My pony has an annoying habit throughout the summer months of shaking his head (not continuously just occasionally and only when I am riding him) I am not sure whether this is caused by the flies or by something else such as pollen and dust. He doesn't do it at all when he is not being ridden.

His back, saddle, teeth etc have all been checked and are fine so I really don't know what to do. I was thinking of trying a nosenet or maybe a fly fringe ... do you think either of these things would help or do you have any other suggestions?

Hi my horse is a head shaker in the summer he does have COPD and the pollen affects him so im trying the nose net for the first time and seems to be working.
 
One of mine is allergic to pollen at this time of year...and spraying human Beconase (two sprays up each nostril twice daily) helps a lot.
Initially it makes her snort and lip curl more...but then it settles her hayfever for quite a while.
