Health and Safety issue new guidelines for those that keep cattle in fields

Perhaps the HSE could educate the blooming idiots that use the footpaths and do us all a favour.

Unfortunately the blooming idiots who included s 3 of the Health and Safety At Work Act 1974 (General Duties of Employers and Self Employed Persons to Persons Other than their Employees) are to blame. Occupiers liability and the law of tort quite adequately deal with the issue, without bringing it under the far too wide ranging abmit of criminal law and strict liability. And of course the piecemeal enforcement of the 1974 Act - try persuading the HSE to bring a case against an accident to a trespasser on a railway line...
 
I have had several incidents with walkers on our path, which runs very close to the yard and it never ceases to amaze me just how daft some members of the public can be, or for those of you that can remember my midnight ramblers/scout incident !

The last incident was a lady with an ancient and blind collie off the lead walking through the paddock. She made no attempt to protect the dog from my 17.2 who was ready to gallop all over the dog. Clear signage asking for dogs to be kept on a lead on the styles.

I called to her to put the dog on the lead and she said - my dog likes horses. You can guess the rest.
