Health and safety on a livery yard

What responsibility does a YO have for keeping the yard safe to move around on? I am thinking of ice, dark, rutted paths etc.

If it's a BHS approved one does anyone know if they include that in theri monitoring? In fact does anyone know what does a BHS approved yard have to have / or show it does?
