Height Certificates for Jumping?

Hi, just wondering how height certificates work? Our pony did a bit of Showjumping in Ireland and has several height stamps in her Irish passport, looking at the Irish Showjumping rules they need one each year until age 8. Most recent one in 2021 is 147cms (she would have been almost 6 then). We measured her at home and she was more like 145-146cms, 14.1hh on the stick. I'm guessing its so she could jump in classes up to 148cms?

Not that it makes any difference to us, but should we say her 'official' height is 147/14.2hh as that is what the height stamp says? Just curious how these things work!

I don't need a certificate, no plans for BSJA....I just wondered how it worked and if they essentially over-estimate height for jumping? She's not 147cms on the stick when we measure

Maybe the pony was presented shod for measuring

Rules over there say-

“No allowance will be made for ponies wearing shoes at a Measuring Session and it is therefore recommended that ponies are presented unshod.”
