Hello! advice on Growth Spurts in welsh cobs

Bought my first young horse this year. he is a 4 year old welsh, broken but i restarted him as wanted to connect with the ground work first. he was just under 15hh when i got him in April (4 months ago) and a little bum high. Now he is 15.1 at the whither and 15.3 at the croup!

I am wondering if anyone else's cobs/welshes followed the same route and levelled out. Also, whilst he seems a little 'cut and shut' at the m moment, should i wait before cracking on with the riding?

Thank you. i knew this which is why i am being so cautious. I think the spinal vertebrae growth pates dont actually fuse until 7.

He certainly needs to loose weight as this isn't helping his core al all. He is backed and i have sat on him a hand full of times for no longer than 10 mins. Part of me wants to pop on and have a sit for 10 - 15 mins, once or twice a week, in a straight lines, so that he doesn't forget the education. Part of me things this growth spurt should be left to do its thing.

part of me is also wondering what i thought was a growth spurt when i bought him is actually his unlucky conformation. just not sure
