Help, any techy bods? Dog monitoring.

Is there anyone here who is good with technology? I live in a flat and my upstairs neighbours are a noisy nightmare. When I very politely asked them to keep it down a bit at 6am the other morning, they said that my dog barks constantly when she is left. I don't think she does, she certainly never used to and she definitely doesn't when we leave her at my Mum's house. Also, my other neighbours haven't heard her. However, if she does then I need to do something about it for the sake of everyone else in the block and naturally I'm also worried my dog is distressed.
Today I've been looking into cameras to monitor her behaviour when I'm out, but it all goes way over my head. Things have clearly moved on since I bought a foaling camera several years ago! Can anyone suggest what camera I should buy? I have an oldish laptop, no smart phone (although hope to get one soon) and pretty good wifi. I need something that will record, incl sound, (maybe onto a card?) and if I was able to check it online while I was out, even better.
Budget is about £100.

You can get free apps that will record and they are usually motion activated. So if you can install them on your old laptop it should be able to record it, usually into 'the cloud'. Some apps even alert you on your smartphone when recording begins so you can watch.
 
Thank you for your replies! Please forgive my ignorance, an app is just a helpful software programme you can find with a google search yes? With those, what equipment does the actual recording, the laptop? I think I need something that records all the time so I can prove my dog is settled and quiet, rather than something that is triggered by sound/movement. I suppose I would also need to be able to scan through it very quickly to check it too. Thank you for your help!
 
Apps are kind of like what programs used to be but usually smaller. You get them direct from your smartphones or tablets - they have built in 'app stores' to make it easy.
 
My hubby bought me a doggy cam for in the house, just plugs in to the laptop and you can in theory watch on your phone but it doesn't like my phone. If I could be bothered to bring a tablet to work I could monitor on that. I believe it's called Clever Dog
 
I got an app last week called Dog monitor. I put the iPad in the kitchen and then connect with my phone. It doesn't record but I 'checked in' quite a few times during the morning. There is a speaker so you can talk to them. It was £2.99 in the App Store.

I had more fun with it though freaking out the husband but texting him and saying "you're not wearing that jumper again ?" And a couple of other random messages
 
Thanks guys! I don't have an iPad or smartphone so guess some of these options won't be open to me. I really must join the 21st C at some point! I'm going to go and investigate the one LHIS has suggested....
