Help - horse does not like to be touched

As the title says, each year my 23 yr old gelding does not like to be touched as the weather gets worse. He is fine the rest of the year.
Nothing changes about his routine except he moves from grass to haylage.
I thought arthritis but the vet doesn't agree.
Does anyone else have anything similar?

What tests has the vet done to rule out arthritis?

Could be tummy?

If it happens every year, it sounds like a reaction to haylage. What happens if you feed hay instead?
