I would get a professional showjumper to sit on him and jump him to see what they think, but it does sound like its just what he has been trained to do. I like what helenchat has suggested, schooling around the jumps and popping over one when he least expects it. The more he has to concentrate on the rider, the less he will think about tanking over the jump.
