Help - lump ?

Afternoon, before I book the vet and possibly look like a numpty, thought I would come on here and possibly be a numpty in private - can I just check whether a lump should be there or not ..

I have a 2 yr old neutered border collie and when he rolls over for cuddles or is on his back killing his teddies I have noticed there is a lump on his sheath towards the base, tried googling it and all I can come up with is a bulbus glandis but it says it goes away when not excited - my dog's one stays though he is quite hyper active I did press it earlier and it didn't hurt him etc but have noticed sometimes when he jumps in the car or up the stairs he looks towards his back end, I have always assumed its bottom burps as he is quite windy and likes to be subtle about it so now am wondering if it does hurt or pulls ?

Sorry having my lost my last dog to cancer am a little paranoid about the lumps and bumps.

I have looked at a friends dog but couldn't see one though he wasn't too keen on looking and I never noticed anything on my previous dog!

I've only owned bitches, so I don't know if this is correct or not, but I've read that the bulbus glandis can also swell when they need to pee. So perhaps it isn't only when they feel a little "happy", that it can become swollen.

If you're a little unsure, I can only say that personally I rather take my bitches one time too many to the veterinarian, and risk making a fool of myself, than taking them one time too little.
