You'll be lucky - they're not exactly thick on the ground in the UK!
A friend of mine has two Fjords - I can ask her where she had them from if you like? (I think they were imported from Holland or somewhere but not sure where she bought them from herself though!)
Why are you looking for a fjord? And why can't you travel? Even if you can't drive its easy enough to just get on a train and go anywhere in the country, and there are plenty of firms that will transport the pony to you when you buy it.
If you have a look at http://www.norwegian-fjord-horse.co.uk/ and maybe speak to David Stewart, although he's in Scotland he may know of someone in your area with Fjords.
The one I know is just outisde Aberdeen and has a very good reputation. They've been breeding for decades now and have an some sort of affiliation with the royals.
