I wouldn't necessarily fault a horse in a pelham but coupled with the "snaffle mouth" comment (Um, why aren't you riding him in one then? Particularly since you are obvioulsy just pottering about at home.) and the general look of him it rings a few bells.
I went to a clinic with Leslie Law and George Morris last year and someone asked their opinion on retraining horses who pull significantly. George has been at this for awhile (about 50 years professionally) and one could argue Leslie has some experience and they both held out very dim hope. Their best advice was to not teach horses to pull in the first place, as it's one of those patterns that tends to come up again, no matter how much training you've done, when you can least afford it. It might be addressable (it might also not be true) but this one is a big, big boy with a larger than expected neck . . . it might be one heck of a job!
