Help please?? Splint/Stiffness

I bought my 17.3hh KWPN Trakehner in January and he was 10 in April, started him off slowly as he was broken as a youngster did some happy hacking/dressage then turned away to mature and fill his frame( outgrew his owner). Basically he had a splint in May and has not been 100% sound since, he's had nerve blocks in his front left where splint was and X-rays from the knee down in both front legs, all joint clear just a little shadow on splint bone, vet said rest him until mid December, but he's now stabled but has turnout to stretch his legs, and after about 4 weeks he's gone weak at the back, uphill seems like a struggle, puts his head down and looks uncomfortable almost painful.
Fully qualified well recommended osteopath has been out checked him all over, said there was nothing serious just weak muscles behind, that they have never really been worked, tightness on one side and in front left shoulder, he's coming back in about 3 wks to treat him again, I asked if there was anything I could do to help him and he said work him long and low( which I can't as he still off until mid Dec) and carrot lunges! Just want ideas/advice/ or know if anybody has come across this before! Really upsetting my now!! I want him sound and happy !!
 
I would contact your vet and explain that he is losing muscle tone due to being stabled rather more than desired and see if you can start doing light exercise now rather than waiting. Splints vary in the time they require to settle and most will be fine after a few weeks, your horse has taken a long while to come sound but if the splints are no longer an issue it should be in his interests to start to build up his strength with plenty of walking on a good surface, if riding is not an option walking in hand or some long reining would help.
If he is so stiff he would obviously benefit from more turnout time, a big box or barn he can move around easily, with daily stretches to keep him moving, does he get plenty of forage when he is in feeding from the ground is best if you can.
