HELP!! Pony rugs

I am having a hard time trying to find a rug that fits my 11hh Exmoor well.
He is 5ft/5ft3 in rug size.
I have tried masta,weatherbeeta,rhino and saxon and they all seem to be a really bad fit. I found that it comes up too short on his chest and is quite tight also finding one that fits his neck is difficult too. If I went up to the next size it would be too big at the back!
I need to get him a medium weight before the winter comes.
Opinions on amigo/Mark todd/swish equestrian/shires rugs?
 
Shires, Premier Equine and Amigo fit my small ponies well, the shires are not very deep though but you cant argue with the price! The PE rugs are generous around the neck and some have detachable necks so you could buy the next neck size up

Like you I found that Weatherbeeta, Saxon and Rhino were not a good fit
 
Ruggles are brilliant. I am beginning to sound like I work for them but I don't. I recommend them a lot on here but I do really rate them.
 
My new pony is an exmoor although bigger than yours at 12hh and 5'6 rugs and found the same issue. Also being a show pony i didnt want her being rubbed or marked or any mane loss and found a lot of them were too tight round her neck and sat too high. For sun and flies ive found the amigo auzzie uv rug with detachable neck good and i ordered a KTY 5 a day medium turnout rug for her from equestrian clearance and matching detachable neck cover but a size larger. This is working well for us and am going to order the lightweight versions too. Because shes got ncpa champs coming up shes now rugged to stop her getting hairy ( obs fly rug when hot but thats few and far between here ) lightweight during the day and medium at night plus neckcover when raining. They arent mega cheap but worth it.
 
OP, often with an Exmoor you are rugging something a hand bigger than it is when dealing with length and depth, tho the neck can then gape.
Worth being friends with local saddler, as most rugs that fit well are usually too big in neck, so I always got a good dart or pair of darts put in on the neck line. (put on rug, pin or pinch to right shape at front & chalk the lines to have darts in).
People often commented how did we managed to get such a good fit on an Exmoor ;)
