Help - What is it?

Went to a friends yard today and they showed me a pony there.
It has a very large, solid chest - like a brick, also it has what look almost like fat pockets on its body, also hard, matching both each side of top of the rump, large ones on its side and a few smaller ones on the underside of its neck. Pony does not seem bothered by them and oberall condition is not fat, can feel ribs? It almost looks like one of those double muscled cows!
Also no heat or pulse in feet.
I said i would of liked a vets opinion as i wasn't sure what it was?
These have appeared in the last 3/4 months.
Any ideas?
 
They can get pads like that with insulin resistance, EPSM, EMS and cushings. If the pony is thin and old-ish it's quite likely to be cushings.
