Help with a fat dog!

Our average sized beagle that we got from rescue, after a year of having him and large amounts of walking and running. He will not lose the weight! He's on two small meals of chappie a day which he was on before we got him. He does an hour walk once a day during the week, comes for a 8 mile run twice a week and several hours walking on the weekend. Yet he's still very fat!
Ideas to get him to lose weight without starving the poor boy?

We changed to a raw food diet and fat lab has never looked better. We can no longer get fresh tripe so I just buy chicken frozen chicken portions and have two very fit active shiny slimmer dogs.

What do you call a small meal?
One 400g tin a day should be plenty for a well exercised beagle but the tins suggest feeding far more than this.

Really, if he is too fat with the exercise you are giving him you need to feed him less. You are not going to 'starve the boor boy'.
