Help with horse registration in France etc

Hi every body. I hope someone out there can help?
Sorry I think I posted in the wrong place earlier!
I have moved to France with my horse and need pointing in the right direction !
I have a few questions, I've listed them in reverse order, so the "definitely need" questions are first and the " maybe " questions second...ok here goes...bear with me!
I need liability insurance and vaccinations for a Livery yard...
1. For the Vaccinations, is my horses UK passport ok for the Vet to stamp Or do I need a French one?
2. If I need a French one, is that the same as registering him with Haras Nationaux? ( a link to the correct bit of the website much appreciated if anybody can help on this one as the website is a nightmare! )
3. If I need either of these..what documents do have to produce..do I need the export Liciense from his time that he moved....( which I don't have as was a bit ago and wasn't given to me after delivery from transport company, although he obviously had one at the time )
4. Liability Insurance....if at a yard, can it still be on the home insurance?...if yes what documents needed, does he need to be registered in France first?
5. Does the FFE liciense give liability for your horse, if yes, how do I do that, and what documents, again, is registration of horse in France needed first? Again the website is a nightmare, so any helpful links really appreciated...
6. If a gold member of BHS would that liability insurance cover me in France?
I think that's enough questions for the time being...I really hope someone can help as in a bit of a pickle with it all.

Just about everything you need to know about importing your horse is on the website of the IFCE, the French institute of horses and horsemanship.

Basically, your horse must comply with French and European Union legislation, meaning that it must be chipped and registered in the SIRE database.

I don't have time to study it in depth right now, but if the papers are in order in the UK, they should be acceptable here in France so that you can get French papers for you horse.

You don’t change your horse’s passport, the vet can do the vaccinations.

Once it is done, you send the passport and the relevant paperwork (depending on your horse’s breed) to IFCE in Arnac-Pompadour and they will issue your ownership card. This should normally done within 30 days of buying/importing the horse.

For insurance, you can get third party insurance throuh the FFE for your horse, He yard or home insurance won’t provide that I think.

Yes, these should have been left him, it is requirement by law, but I know that especially with leisure horses things are not always done correctly as they should. Contact the people who arranged to ship the horse for a copy of the paperwork - he would have had to have had a Health Cert and Export Dec to travel to France. It is up to the shipper or owner to organise for a horse to be registered as exported. I do this all the time for work.
 
Thanks for all help....my problem is the horse arrived over 6 months ago and the health cert and export licence are now no more...the company only kept them for 6 months by law....yes I know I should of sorted this earlier...but I listened to bad advice from the Yard owner in France....

Just clicked on the link and went to sport/ leisure..bit and the documents needed and there is no mention of export liciense ....unless I have read it wrong...this is good news...unless...!!!!

I think that you'll be able to register your horse with just an "attestation de propriété", a declaration that you are the legal owner.

I've never imported a horse, but I would imagine that it's papers were checked as it came into the country, and that the horse would not have been allowed in if they had not been in order...

Depuis 2017, l’enregistrement d’un cheval de selle ou poney pour une utilisation sport ou loisir est identique. Lors de votre demande d’enregistrement, précisez l’utilisation pour le Sport/loisir.

Afin de procéder à l’enregistrement de votre cheval importé, renvoyez au SIRE :

l’original du passeport norme UE (¹) (²)
la déclaration sur l’honneur de propriété
Un chèque de 95 € à l’ordre de l’IFCE correspondant aux frais d’enregistrement et édition de la carte d’immatriculation.
Option : Pour un retour en courrier suivi, fournissez une enveloppe spécifique

Selon la race et le sexe du cheval, le passage d’une inscription Sport/loisir au niveau Reproduction fera l’objet d’un complément de 35 € et nécessitera la fourniture de pièces supplémentaires (cf onglet reproduction).

L’ensemble des documents est à renvoyer à l’adresse ci-dessous :

Institut français du cheval et de l’équitation
SIRE – Service des chevaux importés
BP 3 – 19231 ARNAC POMPADOUR cedex

Après vérification, les informations concernant le cheval sont enregistrées dans la base de données. Le SIRE enregistre le cheval et lui attribue un numéro SIRE, édite une carte d’immatriculation renvoyée avec le passeport original tamponné au propriétaire. Ce tampon vaut certificat d’enregistrement à la base centrale.

(1) Si le passeport du cheval est avec une puce manuscrite ou absente, fournissez un signalement graphique (avec lecture ou pose de puce) réalisé par un identificateur (agent Ifce ou vétérinaire identificateur).

Si le cheval est hongre mais que l’information n’est pas spécifiée sur le passeport, fournissez une attestation du vétérinaire confirmant la castration.
