A bit late to this thread but, OP definitely speak to your daughter’s instructor about it and I think it’s a great idea to have a hacking lesson.
It sounds like it’s more your daughter’s skill level than the pony needing extra breaks. A horse spooking like the pony did takes some awareness of what’s happening to stick with it and stop the horse.
I have had horses who I did need to bit up a little bit when hacking out vs riding in the ring so that’s not a bad thing on face value. I will say, in this particular situation, I can’t really say if a kimberwick would have resulted in a different outcome as I don’t know your pony. I think teaching your daughter a pulley rein would be more useful than bitting up based on this one post.
