Excuse my French but they are talking complete rubbish in respect of that specific wording since it is purely repeating what the Highway Code says in respect of passing horses in a car.

Hence there can be no possible construction on the wording other than a request to do what is required in the Highway code. Other wording may risk such interpretation but not that wording.

I would like to see their case evidence of this being otherwise.
