I'm going to appear a GOM (Grumpy Old Man) here, but, that whole thing would not have happened if the dick with the video camera had stopped and allowed the horses an escape route.
This video should be shown to all the plonkers who get much to close to horse riders on the road. They obviously have no idea what the weight of a horse will do to a car.
